Coretax Administration System (CTAS)

The digital transformation of Indonesia’s tax system enters a new phase with the implementation of the Coretax Administration System (CTAS), an integrated platform designed to enhance efficiency, transparency, and accountability in tax administration. CTAS unifies registration, payment, and reporting into a single digital ecosystem, featuring real-time ledgers, a tax deposit system, data automation, and access rights management. The year 2026 marks the inaugural period for utilizing CTAS for Annual Tax Return (SPT) reporting for both Individual (WPOP) and Corporate (WP Badan) Taxpayers. The platform also adopts the integration of the National Identity Number (NIK) as the Taxpayer Identification Number (NPWP) and eliminates the requirement for E-FIN. CTAS introduces significant shifts in the workflows of both tax authorities and taxpayers, necessitating readiness to adapt to more structured digital processes. This modernization is expected to bolster compliance while minimizing disputes arising from administrative errors. This step forms part of a structural reform aimed at creating a tax ecosystem that is adaptive to developments in information technology while simultaneously minimizing the risk of administrative errors in fulfilling tax obligations. A tax ecosystem that minimizes human error, which should not become a source of tax disputes. 

Indonesia’s tax world has entered a new era through the launch of the Coretax Administration System (CTAS), an integrated web-based platform. The implementation of CTAS marks an important step in the modernization of tax administration in Indonesia. 

This year marks the first year of Annual Tax Return (SPT) reporting through CTAS, both for Individual Taxpayers (WPOP) and Corporate Taxpayers (WP Badan). Corporate Taxpayers established prior to 2026 have used CTAS for monthly tax reporting since 2025. Therefore, Corporate Taxpayers have had CTAS accounts earlier than Individual Taxpayers. 

In relation to Annual SPT reporting, Individual Taxpayers are required to activate their accounts as a prerequisite to access tax administration and reporting services through CTAS. In addition to Individual Taxpayers, Corporate Taxpayers newly established in 2026 also directly use CTAS as their tax administration system. 

The following are the main advantages of CTAS that taxpayers need to know: 

  • Service Integration in One Portal 

CTAS simplifies the administrative cycle starting from Taxpayer Identification Number (NPWP) registration, payment, to SPT reporting within one official link. 

  • Transparency through the General Ledger 

Unlike the previous system, CTAS provides a real-time ledger feature. Taxpayers can monitor transaction history, debit-credit mutations, and outstanding balances transparently. 

  • Tax Deposit System 

A new feature that provides financial flexibility. Taxpayers can deposit funds in advance into a deposit account to be used to pay future tax obligations, even across tax years, without the need to repeatedly generate billing codes. 

  • Automation and Data Validation 

Designed with a high level of automation to minimize human error. Data is seamlessly integrated to accelerate administrative processes and enhance information security. 

  • Access Rights Management (Impersonating) 

Specifically for Corporate Taxpayers, this feature allows the appointment of a Person in Charge (PIC) (such as a Director or Treasurer) and the arrangement of role access. The team can only access parts relevant to the specific tasks delegated by the PIC. In this regard, Corporate Taxpayers may appoint certified tax consultants to represent the fulfilment of their tax obligations. 

  • Activation Without Electronic Identification Number (E-FIN) 

For taxpayers who already have an NPWP, Coretax account activation no longer requires an E-FIN. Verification is carried out solely through the registered email and mobile phone number in the DGT database. 

  • National Identification Number (NIK) as NPWP 

In line with the latest regulations, CTAS uses the 16-digit National Identification Number (NIK) as the primary tax identity. In addition, the branch NPWP concept is eliminated and centralized under the head office NPWP. 

To facilitate adaptation, the following is a summary of the main menu functions within the Coretax platform: 

  1. My Portal 
  • My Documents: Contains important documents, such as Certificate of Registration, NPWP print results, and letters requesting data clarification. 
  • My Notifications: Displays the latest notifications, for example newly issued withholding slips or cancelled tax invoices. 
  • My Cases and My Ongoing Cases: Information related to submitted applications or cases currently being processed. 
  • Requests for Authorization Codes/Digital Certificates, Confirmation of Taxable Entrepreneur (PKP) status, and Registration of Land and Building Tax Objects (PBB). 
  • Other submenus include Data Changes, Status Changes, as well as Deletion and Revocation. 
  1. Electronic Tax Invoice 

This menu supports the administration of issuing output tax invoices and crediting input tax. With the dashboard feature, taxpayers can efficiently view a summary of tax invoice issuance activities. 

  1. Electronic Withholding Slip 
  • BPPU for unified withholding slips, including Income Tax Article 23/26, Article 4 paragraph (2), Article 15, and Article 22. 
  • BPNR for non-residents. 
  • Self-Deposit for creating self-payment slips. 
  • Combined withholding for creating withholding slips collectively. 
  • Withholding slips for permanent employees in the last tax period (BP A1, BP A2), withholding slips for non-permanent employees and non-employees (BP 21), as well as withholding slips for foreign taxpayers (BP 26). 
  • Monthly Withholding Slips for Permanent Employees for routine reporting of Article 21 Income Tax for permanent employees. 
  • Upload documents equivalent to withholding slips. 
  1. Tax Return (SPT) 

Through this menu, the Directorate General of Taxes (DGT) consolidates the SPT reporting portal, including Annual SPT, Unified Income Tax Periodic SPT, VAT Periodic SPT, and Disclosure of Inaccuracy reporting. There is an additional Recording submenu to facilitate simple bookkeeping for taxpayers, as well as a Compensation Dashboard to provide information on tax compensation across various types of taxes. 

  1. Tax Payment 

This menu serves tax payment processes, refund applications, and interest compensation requests, with submenus including: 

  • Book-Transfer Application 
  • Self-Service Billing Code 
  • Creation of Billing Code for Tax Assessments 
  • List of Unpaid Billing Codes 
  • Tax Refund Form 
  • Application for Interest Compensation 
  • Application for Government-Borne Income Tax (PPh DTP) 
  1. General Ledger 

The General Ledger provides an overview of the taxpayer’s tax receivable and payable position. The credit section records rights, such as tax overpayments, while the debit section records obligations, such as underpayment reporting. 

  1. Taxpayer Services 

The menu includes access to various services, such as: 

  • Administrative Services 
  • Tax Information Request Services 
  • Complaint, Suggestion, and Appreciation Services 
  • Tax Education Services 
  • Education History 
  • Basic Tax Knowledge 
  1. Access Management  

Taxpayers can reset their CTAS account passwords and grant access to authorized representatives to handle reporting and administration. 

  1. Help 

Application usage guidelines are available to provide technical and operational information to users, including Frequently Asked Questions (FAQ), so that taxpayers can quickly understand the available features. 

Ultimately, the presence of CTAS is not merely a system update, but a representation of a paradigm shift in the management of tax administration in Indonesia. The question then becomes: to what extent are Tax Officers, Taxpayers, and tax professionals prepared to adapt to this digital transformation?
