MINISTER OF FINANCE REGULATION NO. 62 OF 2025 – AMENDMENT TO MINISTER OF FINANCE REGULATION NO. 26/PMK.010/2022 ON THE HARMONIZED SYSTEM OF GOODS CLASSIFICATION AND THE IMPOSITION OF IMPORT DUTY TARIFFS ON IMPORTED GOODS

Minister of Finance Regulation No. 62 of 2025 constitutes the second amendment to Regulation No. 26/PMK.010/2022 on the Harmonized System of Goods Classification and the Imposition of Import Duty Tariffs on Imported Goods, following its previous amendment through Regulation No. 10 of 2024. This regulation was issued in response to the government’s need to enhance national investment competitiveness, particularly in the four-wheeled battery electric vehicle sector, as well as to adjust the import tariffs and goods classification for information and communication technology (ICT) products. In addition, the government also recognized the need to improve the foreign language translations in the descriptions of the goods classification system to avoid misinterpretation in the field. Thus, PMK 62 of 2025 serves as an effort to harmonize customs policies, investment strategies, and global technological developments.

Key Aspects of Regulation No. 62 of 2025

  1. The main amendment introduced under this regulation is the imposition of a 0% import duty on four-wheeled battery electric vehicles under certain tariff headings, namely:
  2. 8703.80.17, 8703.80.18, 8703.80.19,
  3. as well as 8703.80.97, 8703.80.98, and 8703.80.99.

This incentive policy is valid until December 31, 2025, with the aim of providing tangible support for the development of Indonesia’s electric vehicle industry. However, to qualify for the 0% tariff facility, importers must comply with the requirements set out in investment regulations, including provisions issued by the Ministry of Investment/BKPM. This means that the facility does not apply automatically, but is subject to strict administrative and technical compliance. Through this policy, the national electric vehicle industry is expected to grow more rapidly and attract new investments from both domestic and international sources.

  • Beyond the EV sector, Regulation No. 62 of 2025 also adjusts classifications and import duty tariffs for ICT products. Several tariff headings that have been revised include:
  • 8517.62.10, 8517.62.49,
  • and 8517.62.69.

These adjustments are important, as ICT is a strategic sector that supports Indonesia’s digital transformation. The changes provide clarity for businesses and ensure that import duties are aligned with the characteristics of the goods and international agreements. Consequently, this policy affects not only import costs but also the smooth functioning of the domestic technology supply chain.

Minister of Finance Regulation No. 62 of 2025 was issued on August 27, 2025, promulgated on September 8, 2025, and became effective as of September 15, 2025.
